Digital Transformation for a State Health Agency
Overview:
A state health agency, dedicated to protecting and promoting public health, embarked on a major digital transformation initiative to modernize its IT infrastructure. Funded to meet growing customer demands, the agency aimed to enhance operational efficiency, improve service delivery, and reduce software development cycles.
Challenge:
The agency's legacy systems were outdated, leading to inefficiencies and limiting its ability to respond effectively to public health needs. There was a pressing need to upgrade technology, streamline processes, and foster a cultural shift to support a more agile and responsive organization with the goal of reducing time to market, increasing velocity and developing actionable metrics and KPIs.
Approach:
As the Principal strategist leading the effort, I oversaw the initial phases of the digital transformation initiative:
Assessment and Strategy Development: Conducted in-depth assessments by engaging with various stakeholders across IT, Business, Operations, and Leadership to understand the current state. Developed a detailed profile of existing systems and processes.
Strategic Roadmap: Created a multi-year modernization roadmap, detailing strategic initiatives across all organizational areas impacted by the transformation. The roadmap adopted an agile approach with detailed planning in shorter increments to address tactical needs.
Pilot Projects: Selected pilot projects focusing on Technology, People, and Processes. Developed metrics to measure success and executed these pilots, showcasing the potential impact of modernization.
Organizational Change Management: Crafted a change management strategy for the CIO to guide the organizational transition. Conducted workshops and training sessions to support cultural change, introduced a reorganization structure, and identified upskilling opportunities such as Agile and Product Management training.
Technology Modernization: During the pilot phase, I led the development of custom pipelines and introduced tooling for continuous monitoring, testing, and automation. These efforts laid the groundwork for scaling the success of the pilot projects across the remaining 40 software applications.
Outcome:
The digital transformation initiative significantly enhanced the agency's operational efficiency and service delivery capabilities. By modernizing its technology and fostering a culture of agility and innovation, the agency positioned itself to better meet the health needs of the public. The successful pilot projects demonstrated the potential for widespread improvements, paving the way for continued modernization efforts across the organization.
